Contract Management

The Contract Management Branch is responsible for overseeing community service centers that house state probationers, inmates and parolees.  This branch is also responsible for the monitoring of the private prisons having contracts with the Department of Corrections. The current private prisons are Lee Adjustment Center, Marion Adjustment Center and Otter Creek Correctional Center.

Inmates who are classified as community custody and are near their parole eligibility dates are placed in these centers/halfway houses.

The Average Daily Population (ADP) of inmates participating in the halfway house program is approximately 915.  The ADP of parolees/probationers is approximately 306.  This integration program allows inmates to become reacquainted with their families and the community and gives them a head start in seeking employment. This includes those offenders in need of substance abuse care and are located at one of the Recovery Kentucky Centers.  In addition, many inmates are enrolled in vocational schools and/or college programs.

LEE ADJUSTMENT CENTER

Image of Lee Adjustment CenterThe Lee Adjustment Center (LAC) opened in 1990 as a 400-bed minimum security prison under contract with the Kentucky Department of Corrections.  Corrections Corporation of America (CCA), the industry leader in private sector corrections, has owned and managed the Lee Adjustment Center since 1998.  In 1999, the prison was converted from a 500-bed minimum security prison to a 500-bed medium security prison.  In 2004, the prison is contracted to house up to 390 medium security inmates.

The facility’s comprehensive programs emphasize counseling, substance abuse treatment, work, educational and vocational training opportunities to prepare Kentucky inmates for re-entry into society.

Image of LAC Warden Stovall.Randall Stovall has been Warden of Lee Adjustment Center since September 2004. He most recently served as Warden at Otter Creek Correctional Center and Warden of CCA's Brownfield Intermediate Sanction Facility in Texas. Previously Assistant Warden at CCA's Mineral Wells Pre-Parole Transfer Facility, Stovall joined the company in this position in 1995. Stovall joined the private corrections sector following a 20-year career with the Texas Department of Criminal Justice, which included positions ranging from correctional officer to grievance lieutenant to building captain.

MARION ADJUSTMENT CENTER

Image of Marion Adjustment Center.Kentucky led the nation by contracting the first private minimum security prison in the country, this 826-bed facility in Marion County. Marion Adjustment Center (MAC) is located seven miles from Lebanon, Kentucky. Lebanon, the county seat of Marion County, is located three miles southeast of the geographic center of the state of Kentucky.

Image of Warden Chapman.Arvil Chapman was named warden of Marion Adjustment Center in March 2006. He most recently served as warden of CCA's Hernando County Jail in Brooksville, Florida since November 2005. Before beginning his career with CCA, Warden Chapman served in the United States Navy as a correctional specialist from 1983 to 1993. He thereafter joined CCA as a correctional officer at South Central Correctional Facility in Clifton, Tennessee, where he promoted from senior correctional officer, to captain, and finally to unit manager. In 2002, Chapman was promoted to assistant warden of Tall Trees and Shelby Training Center in Memphis, Tennessee. In 2004, Chapman transferred to Marion Adjustment Center, where he served for over a year as assistant warden before his Hernando County Jail appointment.

OTTER CREEK CORRECTIONAL CENTER

Image of Otter Creek Correctional Center.Otter Creek Correctional Center is located in the town of Wheelwright, Kentucky, with a population of 1,048 (as of the 2000 census). Wheelwright is a historic coal mining camp town, characterized by coal camp town "row houses." Wheelwright's rural beauty is offset by its remoteness, the nearest large city being an hour's drive from Wheelwright. After the consolidation of two local high schools, the CCA facility is now by far the largest employer in the town.

Jeff Little was named Warden at Otter Creek Correctional Center in March 2008. He served as Assistant Warden at the facility since July 2001. Little began his career in corrections at Otter Creek in 1993 working as a Correctional Officer for U.S. Corrections Corporation (USCC), who opened the facility. He has served in the treatment, security and administration areas of corrections, gaining a varied scope of experience in facility operations. USCC owned and operated Otter Creek until CCA acquired the company and began facility management in 1998.
