Deputy Warden of Programs
Clark Taylor began his corrections career as a correctional officer at Bell County Forestry Camp in 1988. In that capacity, Taylor served as inmate grievance coordinator, property officer and was assigned to assist in preparing for BCFC's first ACA accreditation audit. In 1990, Taylor was promoted to Classification Treatment Officer after serving in this position in an acting role for the previous six months. He was also assigned as the institution's litigation coordinator. In 1991, Taylor was promoted to Procedures Development Specialist at Kentucky State Reformatory. In this capacity, Taylor served as ACA manager, provided oversight of the legal aide program, was inmate grievance coordinator, litigation coordinator and staff advisor for SKYTOWER magazine. In 1995, Taylor accepted a promotion at Kentucky Correctional Institution for Women as Administrative Specialist Principal. He served as procedures officer, ACA manager, supervised the maintenance department and fire safety, conducted investigations into staff misconduct and was litigation coordinator. In 1998, Taylor was promoted to Corrections Program Administrator in Central Office and worked for the Classification Branch reviewing and coordinating inmate transfers between institutions, providing oversight for the classification of inmates and working in the Private Prison Branch monitoring contract compliance of the private prisons. In 2002, Taylor was promoted to Administrative Branch Manager of the Private Prison Branch and was charged with the responsibility of providing oversight of the private prisons to ensure contract compliance. He also worked extensively on contract development and revisions. Effective July 1, 2004, Taylor was promoted to Deputy Warden at Kentucky State Reformatory and was assigned oversight of security.
Taylor is a native of Bell County and earned a Bachelor of Arts at the University of Kentucky in 1984.
